The Interactive Community Policy Memo
A new vision for North Carolina and a strategy to bring Congressional public policy-making back into the hands of constituents
Robert Bennett is a Candidate for Congress in NC District 02. The Democratic Party Primary is on March 3, 2026. This Interactive Community Policy Memo is his vision for America’s future. Best of all, NC District 02 residents can be a part of it!
I won’t give up on this country, I don’t want you to either, because the solutions are out there, believe it.
In my view, public policy and the functions of the government are most analogous to a Tree. Good governance starts with distinguishable Roots, and grows to include a Trunk, Branches, and Leaves over time. The Government Tree supports the entire American ecosystem, including everyday people, businesses of all sizes, and various organizations and institutions.
However, American democracy and the Government Tree have been starved to death not just by the Trump administration, but by a series of events and policy actions by both major parties over the last few decades, if not more.
The Interactive Community Policy Memo shows the policy priorities, solutions, and agenda I aim to introduce to Congress as a member of the U.S. House of Representatives.
More importantly, this Memo provides NC District 02 residents with the opportunity to shape this public policy agenda, as I have provided a comprehensive Feedback Form for constituents. The people of North Carolina are smart and deserve a well-detailed and transparent plan to solve the issues plaguing the federal government, American politics, and public policy. This memo outlines my vision for making America a better place, regardless of party identity. As cliché as it may sound, this memo is my gift to the people of North Carolina, regardless of the result of this Congressional race. I want NC District 02 residents and others around the state and the country to share it freely and frequently.
The style and writing of this memo clearly contrast with those of the incumbent and establishment Democrats in this state, who lack a concrete policy plan or have vague talking points developed behind closed doors. I wrote this entire memo, used a creative format, and conducted all the research. I aim to provide voters with the opportunity to re-engage in the public policy process.
The first section of this Memo covers the Root issues with American Democracy that led to the current political crisis the country finds itself in. The Roots section also shows how the United States’ broken federal government systems are starving the American people and its economy of the support and resources necessary to function, survive, and protect its citizens. Often in ways that most people are unaware of. Most importantly, you will find my proposed solutions to fix America’s broken democracy.
As the Root Issues with America’s democracy are fixed, the country can finally make progress on several issues that matter most to the people of North Carolina and the nation. The Trunk section focuses on the issues that matter most to voters, particularly affordability, and economic concerns, including healthcare, transportation, housing, climate and clean energy, as well as food and agriculture, among others. Contrary to what many may think, a broken democracy negatively impacts our economy and daily lives, hindering the ability to pass legislation that would reduce America’s affordability and health crisis. The Roots and Trunk of this memo both address affordability.
The Branches section of this memo addresses both economic and social issues that people care about but are more niche than those covered in the Trunk. For example, LGBTQ rights and protections, women’s and men’s health, and protecting social security are discussed here.
I would like to add even shorter Leaves to this Interactive Memo, but as of writing this first version, that will be saved for when more community feedback is received. This is the first version of the Memo, and the goal is to have a second, third, fourth, and potentially even fifth draft once community feedback is received and incorporated into the Memo.

President Trump relied on dark money, secretive interest groups like the Heritage Foundation, and corporations for his Project 2025 Policy Plan. The Interactive Community Policy Memo is the antithesis of that plan, putting policy-making back in the hands of ordinary people, providing them a chance to participate in the process, and transparently laying out Robert’s policy plan.
Solutions to national problems are possible, and I aim to balance the damn budget while in Congress! However, the Government Tree only grows if ordinary people work together and contribute. We need an ambitious, collaborative plan to address American democracy, affordability, and livelihood. This Interactive Policy Memo is one of the first ambitious steps toward implementing such a plan. If you think you have something positive to contribute to this Agenda, do it!
